Any social media websites would be a good start, facebook, twitter etc. If you post in forums frequently, put a link to it in your signature.
You could also make yourself a website telling people about your server.
tell your friends, and tell them to tell their friends.
make a group on facebook, google+ etc.
there are lots of things to do, but it all boils down to advertising it.
