A "Server" is a computer which operates constantly, dedicated to one or more specific tasks. An example of this would be an Exchange Server, which acts as a gateway for incoming/outgoing email. The server you are referring to is probably a "Web Server", which is a computer dedicated to providing a websites contents to a computer which has requested it for viewing.
In laymans terms, you say to a server "can I have this website please", and the server replys "sure, here it is". This operation is controlled by a protocol called HTTP or Hyper Text Transfer Protocol.
Long story short, the problem you have is that the web server is no longer live (i.e. providing the website you wish to view). Your probably wondering "when will it be live?" answer "no idea, today, tomorrow, next year, never... your guess is good as mine".

Server problem?
It is too big a term to define in one or two lines...and to predict the resolution time...would defy all astrology.
Any website that you access is made accessible to you by a server. When you type the address in your browser, it goes to the server and asks if it has some data to be send for the requested address...
The data then travels to you via the internet line..broadband..wireless or modem..wotever...
The server that actually sends the requests by various users and the responses may be "down" due to several reasons...
Configuration problems..power problems...maintenance and troubleshooting etc...
There also might be a problem with your internet connection.....
That should give you an idea of how diverse the problem can be. It was just the tip of the iceberg that I have explained.
